Overview
The master's program trains legal professionals specializing in public business law, particularly in public contract law and partnership relationships involving public entities.
The first year of the master's program provides students with a solid grasp of the fundamentals of public business law while further developing their knowledge of general public law.
The program is organized into two consecutive semesters, for a total of more than 500 hours of instruction, divided between theoretical courses—typically taught by university faculty (40%)—and academic guidance sessions led by recognized professionals in the field (60%). A mandatory internship or the completion of an apprenticeship contract rounds out the program while ensuring effective entry into the workforce.
Objectives
Acquisition of comprehensive knowledge of public business law, particularly the law and practice of public contracts and public procurement
Management of public procurement contracts from award through execution
Ability to conduct in-depth legal research in public business law, provide legal advice, and manage litigation
Expertise and Skills
- Mastery of legal concepts in public business law: public ownership, public project management, competition law, criminal law, financing, taxation, urban planning, and land use planning
- Expertise in legal matters specific to public contracts: procurement, performance, oversight, litigation, liability, and European law
- Expertise in contractual techniques and structures: public procurement and public-private partnership contracts, service concessions, construction concessions, development concessions, state property contracts, and administrative leases
- Expertise in administrative litigation and, in particular, contractual litigation
- Using Public Procurement Management Software
- An Introduction to Public Procurement and Negotiation
- Advanced Legal English
- Application of expertise in a business or public sector organization
