Generalist Master's degree. The new Master's degree in Public Law in Montpellier is a selective, high-level program that aims to train generalists in public law, who are immediately operational for entry into the professional world. We consider that the most qualitative approach to public law is global, which is why the Public Law and Litigation program offers courses in all areas of public law, both theoretical and practical, and covers all levels of legislation and litigation.
Content of the courses. Our wish is to transmit to our students both fundamental knowledge and a general legal culture as well as specialized knowledge in the fields currently undergoing change. In this perspective, courses are devoted to sustainable development law or public digital law, and seminars are dedicated to future issues of public law. The litigation aspect of the Master's program is of course particularly rich and developed and covers all jurisdictional levels. It is therefore a true general public law culture that is offered.
M1/M2 continuity. The two years of the Master's program are conceived as a single block, with a progression in teaching that leads students to greater autonomy each semester. Thus, our students build and personalize their projects in a logic of co-production of knowledge over two years. We therefore implement an innovative pedagogy that encourages student initiative.
Practical. Our students take part in the Legal Clinic and carry out tutored projects. In addition to the substantive courses, they benefit from lectures on methodology and a large number of practical seminars and case studies, in particular in a Public Affairs Practice module.
In addition, the Master in Public Law is compatible with the Magistère in Applied Public Law at the University of Montpellier.
Customized training in M2. Three alternative paths in M2 are offered to students. They have a special work schedule that allows them to choose one of the following three projects:
- Writing a research paper: the Master is directly attached to our laboratory, the CREAM (Centre de Recherche et d'Etudes Administratives de Montpellier), and students work there regularly, in contact with doctoral students and their teachers, when they are not working in the Master's own room located in the same premises.
- Preparation for competitive exams: CRFPA for future lawyers, TACAA advisors for future administrative magistrates, high civil service, etc.
- Apprenticeship: one week out of two is spent in an administration, a court, a law firm, or a company, in order to contribute to the professionalization of the students, who then sign an employment contract and are paid for 12 months.
Teachers. The teachers and lecturers of the Master's degree in Public Law are academics, professors, administrative magistrates, and public lawyers from various backgrounds who provide our students with the benefit of their unique backgrounds and experiences.
Recruitment. The selection of students for entry into the Master's program is based on simple criteria: a good level of results in the bachelor's degree is expected, but the personal project of each student and his or her motivation are determining factors for us, regardless of the candidate's university of origin. Admission interviews take place in June or July.

Program
In the first semester, the teaching is divided between lectures and seminars, followed in the second semester by the completion of a research paper and an internship in the research laboratory. This organization allows students to improve their autonomy and their ability to engage in scientific research, if necessary, in order to prepare for a doctorate or to be able to develop innovative legal solutions.

The Master's degree in Public Law and Litigation is designed to train young lawyers capable of practicing in all branches of public law, whether they are future lawyers, counsels, magistrates, or experts in public law. It also prepares students for entrance examinations to the civil service in the broadest sense of the term, and is the natural gateway to a doctorate in law.
