- Master of Public Law and Litigation
Course coordinators: Pascale Idoux and Fanny Tarlet
Generalist Master's degree. Montpellier's new Master's degree in Public Law is a selective, high-level program designed to train generalists in public law, who are immediately ready to enter the professional world. We believe that the most qualitative approach to public law is a global one, which is why the Public Law and Litigation Programme offers courses in all areas of public law, both theoretical and practical, and covers all levels of legislation and litigation.
Course content. Our aim is to provide our students with both fundamental knowledge and a general legal culture, as well as cutting-edge knowledge in areas that are currently undergoing change. With this in mind, courses are devoted to sustainable development law and public digital law, and seminars are devoted to the future of public law. The litigation aspect of the Master's program is of course particularly rich and developed, and covers all levels of jurisdiction. The result is a truly general public law culture.
M1/M2 continuity. The two years of the Master's program are conceived as a single block, with a progression in teaching that leads students towards greater autonomy each semester. In this way, our students build and personalize their projects in a logic of co-production of knowledge over two years. Our innovative approach to teaching encourages student initiative.
Practical experience. Our students take part in the Clinique juridique and carry out tutored projects. In addition to substantive lectures, they also benefit from numerous practical seminars and case studies, particularly in the Public Affairs Practice module.
The Master in Public Law is also compatible with the Magistère in Applied Public Law at the University of Montpellier.
Customized training in M2. Students are offered three alternative paths in M2. They can choose from one of the following three projects:
- Writing a research dissertation: the Master's program is directly attached to our laboratory, CREAM (Centre de Recherche et d'Etudes Administratives de Montpellier), and students work there regularly, in contact with doctoral students and their teachers, when they are not working in the Master's own room located on the same premises.
- Preparation for competitive examinations: CRFPA for future lawyers, TACAA advisors for future administrative magistrates, senior civil servants, etc.
- Apprenticeship: one week out of two is spent working in an administration, a court, a law firm or a company, helping to professionalize students, who then sign an employment contract and are paid for 12 months.
Teaching staff. The teachers and lecturers on the Master's degree in Public Law are academics, teacher-researchers, administrative magistrates and public legal experts from a wide variety of backgrounds, who bring their unique backgrounds and experience to our students.
Recruitment. The selection of students for entry to the Master's program is based on simple criteria: a good level of undergraduate results is expected, but the personal project and motivation of each student are decisive factors for us, whatever the candidate's university of origin. Admissions interviews take place in June or July.
Organization
Program
The first semester is divided into lectures and seminars, followed in the second semester by a research dissertation and an internship in the company's research laboratory. This organization enables students to improve their autonomy and their ability to engage in scientific research, where appropriate, in order to prepare for a doctorate or to develop innovative legal solutions.

Professional integration
The Master's degree in Public Law and Litigation is designed to train young jurists capable of practicing in all branches of public law, whether as future lawyers, advisors, magistrates or public law experts. It also prepares students for entrance examinations to the civil service in the broadest sense, and is the natural gateway to a doctorate in law.
