Overview
The Certificate in Responsible Procurement in Healthcare is awarded by Montpellier Management (University of Montpellier) in partnership with Cesegh.
The training is provided jointly by university faculty and healthcare professionals.
Objectives
This training program has several objectives:
- Learn to identify the criteria for making decisions that meet regulatory objectives and address the major social, ethical, and environmental challenges specific to the healthcare sector.
- Build a community of buyers, influencers, and suppliers—both public and private—as well as healthcare organizations, all working toward a multifaceted approach to performance that incorporates sustainability
- Make procurement policies in the health, social, and medical-social sectors a tool for improving and reducing economic, social, and environmental impacts
Program
Module 1 – Context, Challenges, and Impacts of the Sector (Continuous Assessment) – 9 hours
- Implement and Anticipate Industry Regulations
- Identify the key challenges related to procurement
Module 2 – Structuring the Purchasing Function (Continuous Assessment) – 9 hours
- Developing Policies and Procedures
- Developing a Systems-Based Approach to Procurement
- Define the roles of stakeholders (buyers, influencers, users, etc.)
Module 3 – Managing Responsible Procurement (Continuous Monitoring) – 12 hours
- Develop an effective responsible procurement policy and monitor progress toward achieving objectives using key performance indicators
- Develop a training plan for professionals
- Optimizing Sourcing Methods / Network of Experts
- Identify stakeholders and facilitators of responsible procurement (purchasing groups, institutional, regional, and nonprofit organizations)
Module 4 – Responsible Procurement Processes (Continuous Assessment) – 21 hours
- Ensure procurement risk management by category (social and ethical considerations)
- Address the identified risks through informed selection criteria and proportionate provisions
- Be able to calculate the total cost of ownership
- Identify functional requirements
- Conduct an internal assessment of procurement performance
- Fostering Responsible Supplier Relationships
Module 5 – Methods and Tools (Continuous Assessment) – 14 hours
- Develop performance contracts
- Conduct an external evaluation of supplier performance
- Environmental Assessments of Solutions (LCA, FDES, certifications, etc.)
- Pooling Purchases Across Organizations
- Understanding the Constraints Facing Public Procurement Agencies
Module 6 – Stakeholders (ongoing assessment) – 10 hours
- Develop a stakeholder map
- Identify funding sources and channels
- Exert influence
Assessment method: 1 written and/or oral exam as part of ongoing assessment for each course module
